Last time I looked at it, Norton Security was a huge resource drain that tends to slow down everything a LOT!
For example, it insists on scanning each and every files as they are accessed, even if it have been scanned only a few seconds ago, even if they can't be infected, such as a .txt file.
Go in norton's setup and:
1- Turn OFF any "Real time protection". Those are for mission critical servers.
2- Exclude files that can't be invected from the scans. This include: .BMP .JPG .PNG .GIF .TXT .LOG .MP*
3- Exclude any folder that only contains safe files.
4- Exclude the trash can.
I'd uninstall it and find something else. There are several free options that are beter anyway.
I use the free version of AVG. I know some peoples who used it and it removed some virus missed by norton.
You don't realy have a "startup" file. You have the startup folder in your start menu.
Then there are 2 "Run" from the registry that are used to start some services and programms when windows starts.
I agree, msconfig is a great tool to manage what starts with windows.
It's present and works the same under Vista and 7, but you need administrator privilege to change system startup items. You can change your personal items (from current user) as you like.
You may need to escalate to administrator to start it.

It was me - I am the someone...
You do not say your Operating System - I am not a whizz on the various Microsoft systems - Vista, XP, W7 etc...
All I know is XP -
Click START - Click RUN - enter msconfig - Click OK - Select the tab with Startup written on it. - Uncheck everything except perhaps for any security programs.
This also might actually work for Vista or W7 - I really don't know...
If this does not work then for any other operating system use the Help feature or search on the internet.
Each time you do a bit of personal research you become a little more knowledgeable and a little more confident.
I am quite confident that the solution to your slow starting is to prune the number of items selected to run at start time. A most annoying feature of Microsoft's various OS that this list can grow without your knowledge.
I do not know if Norton will protect future entries in this list but I do know that Spybot Search & Destroy (free) does protect it - it also scans for and removes Malware when you tell it to - I recommend it.
Good luck...
