Cleaning out didn't work for me, but I did manage to get new valves from my local plumbers merchants. One tip - take the old valve and the handle with you when you go, that way you can check that the new valve has the same number of spindles as the old one, and the handle will fit.

It can be fixed by changing the valves in the tap. Limescale build up can stop the ceramic discs from closing properly and thus cause water to leak through and drip out. Another cause is grit or dbris that has come through the water system and scratched the faces of the ceramic discs, again allowing water to get through.
New valves can be obtained from Blanco's service agents (Top Brassware). 01709 811407 is the number.

Don't know if its an answer but i have been trying to fix a dripping Blanco Cleo mixer tap that is just 2 years old and have been told i need a new tap. Also been told i need a quarter turn insert and that has been difficult to get from plumbers merchants.
However i will try the solutions listed above before I spend money on new parts!

Saw this question as I searched for spares for exactly the same problem on my Blanco Opera 6000 tap also 6 years old. As I've now solved the problem I thought I'd let you know.
My expectation was that I'd have to replace the ceramic washer disc catridge (£22.12 at www.lunns.net/tapspares) but fortunately the problem was just built up limescale on the old cartridge.
I placed the old cartridge in boiling water and the ceramic disc and plate slipped out of the unit. I removed the limescale, re assembled and the dripping stopped.
Hope of use.

There is a seal in each tap, turn water off to the taps hot and cold there may well be inline tapes going to the sink tapes, remove tapes and renew the seals
