i have an old homelite ht-18 hedge trimmer with a kawasaki td18 engine, i'm looking for the basic settings, and the proper way to adjust fuel to air ratio (it only runs "full throttle" at half choke then loses power.
It COULD be a carb adjustment problem, but the symptoms are a text book case of failed crankcase oil seals.
The crankcase of a simple 2-stroke must be gas-tight to generate primary compression. If it's not, the charge won't be transferred to the combustion chamber, giving the symptoms you descrbe.
Not expensive to fix, but will require a complete engine strip to do both seals.
